Bobby Payne is a native of Palatka Florida, and currently serves on the Florida Public Service Commission.  From 2017-2024, Bobby served as a Representative in the Florida House of Representatives, serving eight years before term-limiting out of office.

After graduating Palatka South High School, Bobby attended St John River State College where he played baseball for the Vikings and received his Associate of Arts Degree. He later attended Louisiana State University (LSU) on a baseball Scholarship. Bobby finished his undergraduate degree in Business from Jacksonville State University and received his MBA from Nova Southeastern University.

Bobby is especially known as a leader in water conservation and energy.  He was employed by Seminole Electric for over thirty-seven years in numerous management roles. He also works as a community leader in a variety of charitable and non-charitable organizations. He is a Rotarian, Trustee of the Putnam First Cancer Board, and former Chair of the Putnam Chamber of Commerce.
